Bishopton Community Council Minutes of the
meeting held in The Scout Hall on Thursday 2nd
April 2009 Present: David Woodrow (chair), Michelle

attendance: Cllr Carol
Puthucheary Approval of minutes: The minutes of the
last meeting were approved. Proposed by
Michelle Lochrie, seconded by Ian Earnshaw Matters Arising: New wheelie bins are
to be issued for recyclable materials excluding glass. Boxes will be used for glass and black bins
will be retained for non-recyclable materials.
Brown bins will continue to be used for garden refuse. These measures are designed to encourage more
recycling within Renfrewshire. Questions
were raised over food waste and discussion ensued about Composting/food
bins. Concerns were raised that they
would encourage vermin. Comment was made
that in Ayrshire you can go to the composting site. The police were not in attendance at
the meeting. David advised that they aim
to attend the meeting but due to operational requirements they may not make
it. This issue will be raised at area
committee. There are concerns over large
groups of youths and knife and bottle attacks.
Suggestion was made that the Chief Constable is invited to attend. Also a request should be made that crime
figures are submitted to the Community Council especially if the police are
unable to attend. Renfrewshire Community
Council Forum is writing to the Chief Constable regarding these issues. Correspondence: Letters received from: -
Police Report: There was no police officer in
attendance and no report had been received. If you wish to report any incidents
call Bob Corbett at Erskine Police Station on 0141 812 4113. The gate next to the Co-op will be
closed between dusk and store opening in the morning. There are a number of youths in cars
invading the village. Councillor’s Report: Cllr Carol Puthucheary was in
attendance. A planning application for illuminated
display units has been refused. The
owners are appealing against this decision. The new street at Mar Hall is to be
called Mar Hall Avenue and will be accessed off the drive. A pothole map has been re-instated in
the library. Also may go into the Post
Office and the Health Centre. Potholes
can also be reported by calling 0141 842 4466. Report was made of contractor filling
potholes by pouring loose tar into puddles. Renfrewshire Council has served a
dereliction notice on the owners of the land at Holmpark. Scottish Travel is investigating the
possibility of running a bus service from Langbank through Bishopton, Glasgow
Airport, and Breahead to Glasgow. A
survey is to be conducted to ascertain feasibility of this route. There is no news yet regarding the
Golf Inn site. Park Mains High School. There are to be significant cuts,
particularly music. Music is being
reduced from weekly to fortnightly.
Provision of music within Renfrewshire is under review. Concerns were raised regarding the long-term
prospects for the education of young people.
No consultation was carried out regarding the cuts. Neither has there been the promised
consultation regarding the plans for the refurbishment of Park Mains. Alison received an e-mail from Robert
Naylor on the 2nd of April apologising for not responding to message
sooner and advising that he would be happy to attend our next meeting. Alison
advised next meeting would be Tuesday 5th May. The lack of vision of the council is
palpable, there seems to be no joined up thinking. The music reputation of Park Mains is second
to none. Chairperson’s Report: The
post office is to remain open and a new cash machine is to be installed with
full disabled access. It is expected to
be operational by 22nd April. Treasurer’s Report: Current Balance: £1049.19 in current
account Environmental Group
Report: Adopt-a-station: Work will begin on the station garden this
weekend. Anyone available can come along
on Saturday 4th at 10 am or Sunday 5th at 2pm. Community Liaison
Group: Bob
Darracott met with the liaison group to explain the planning process including
section 75. The current status of the
application is that it has received outline approval. The motorway access has been approved in
detail. The community now needs to
produce its “wish list” of things we would like from the development, though we
may not get them. The time scale is very
tight, only 3 – 6 months. Once agreement
has been made there is no opportunity to add to this. Education could fund a new school out of
section 75. A wish list consultation
questionnaire to be drawn up and distributed within the next 2 weeks to every
household. Boxes will be set up to
collect returns. Community Council
Forum: The next Community Council Forum
meeting will be in May. Item 8 from the last Community Council
Forum missed out being given a hearing. A.O.B: Ian Lang raised the issue of providing a seat at the bus stop at the
station. Concerns were raised that it
would be an attraction for youths but it was felt that it was very important to
elderly/frail people. David will discuss
this topic with Scotrail. Concerns were raised about cars parking on the junction on Stuart Road
and Kingston Road and blocking the view of oncoming traffic. Yellow lines may be needed to alleviate the
