Approval
of minutes: There was one alteration to the last
minutes, Brian Stewart should have appeared in the apologies list. The minutes were proposed by Stuart Duffy and
seconded by Aileen McLean, subject to this alteration.
Matters
Arising:
The
police have carried out an exercise targeting vehicles as discussed at the last
meeting.
As
discussed at the last few meetings the telephone cascade system is still in
existence. It will be reviewed.
David
had received a letter from Renfrewshire Council regarding the resurfacing of
Poplar Avenue. The potholes will be
filled and the situation monitored.
Renfrewshire Council are having a blitz on potholes so we should see most
of them being filled/repaired over the next couple of months.

Paths Plan. The consultation runs until
Sunday 31st August if we wish to make any comments on the proposals.
- The Scottish Government – Glasgow and
Clyde Valley Joint Structure Plan (Third Alteration). The Scottish Ministers have decided to
approve this plan subject to several modifications. 2 of the 3 main objections raised by the
Community Council have been addressed.
At the last meeting id was noted that the only way to challenge this now
would be legal objection. David enquired
at Renfrewshire Council that if we had a legitimate legal challenge how would
we fund it? There was no positive
response to this. Given that the JSP has
now been approved there will probably be a very small window of opportunity
before the developers submit a planning application for the proposed
development of the ROF site. We need to
decide what the priorities are for the community and what we would like to see
if the development proceeds.
Renfrewshire Council, not the developer, had indicated that there was no
need for a Secondary School in the development however they are re-assessing
the figures. The best way to create a
community is to provide the facilities for interaction. We need to look at the current proposals and
decide what we want that is not included.
There will be a discussion on this at the next meeting.

Grant of Public Entertainment Licence.
This is for Bishopton Day.
- Calor – Calor Village of the Year Awards
- Renfrewshire Council – Houston, Crosslee,
Linwood, Riverside and Erskine Local Area Committee. A representative and a substitute have to be
nominated for the Local Area Committee.
Our representative will be David Woodrow and the substitute will be
Stuart Duffy.

Application for 91 Old Greenock Road. It
was felt that the proposed plans are not in keeping with the surrounding houses
as they are 2 storey houses surrounded by bungalows. It was also felt that although the plot is
quite a good size it was not really large enough to accommodate 3 4-bedroomed
houses. Also the plot only comprises 2
feus. The application also advises no
removal to mature trees/shrub but in order to accommodate the proposed plans
the existing trees/shrubs would need to be removed. A local resident also submitted a copy of
their objection to the proposals. A
letter of objection will be sent detailing our concerns.
- Renfrewshire Council – Consultation on
the Model Scheme of Establishment of Community Councils and Code of Conduct for
Community Councillors. Consultation runs
until 1st August 2008. Alison
will review this and it will be discussed at the next meeting.
- Renfrewshire Council – Application for renewal
of Street Traders Licence. This is for a
mobile Valet and Car Wash. Seek
clarification if this a service that calls at premises or if it sets up on
roads.
- Renfrewshire Council – Data Protection
Act

Renfrewshire Council – Local Authorities’
Traffic Orders (Procedure)(Scotland) Regulations 1999. Comments or objection to be submitted by 30th
May. This detailed proposals for
residents parking, double and single yellow lines and 30 minute parking
restrictions in Station Road, Gledstane Road, Poplar Avenue and Poplar
Crescent.
- Renfrewshire Council - Cllr Langlands response to issues raised at
the last meeting. Informal footpath,
Kingston Road to Cawdor Crescent: The roads department will investigate the
implications of providing this path and costs.
Footpaths at Castle Crescent/Greenock Road: request has been made
to Environmental Services for remediation of the flooding. Awaiting response. Bishopton Castle: A cutback of the footpath running from
Bishopton Castle to the rear of Matey’s field has been requested. Holm Park: Contact details were
provided for the last known owner of the site.

as far as can be at the moment. Suggest
changing the address, as the current one is too long. Changed to www.bishoptoncouncil.com . Cost for this is £15 per year.
Police
Report:
During
April there were 8 reported crimes (1 housebreaking, 1 theft, 1 attempted
housebreaking and 5 anti social behaviour), of which there was 5 detections.
In
Inchinnan 2 people were arrested and charged with malicious mischief after
causing £25000 damage at Inchinnan Industrial Estate.
Police
attended 450 incidents across Inchinnan (85), Erskine (292) and Bishopton
(73)
The
annual P7 football tournament will take place on 28th May in
Inchinnan.
Concern
was raised aver girls from the Good Shepherd Centre causing problems in the
village. If anyone sees any incident
they need to phone the police at the time and give a statement. The GSC is not a secure unit, however the girls
are not allowed out unaccompanied. The
problem is that there are not enough secure unit places in Scotland. At the Centre there are three categories of
girls. Secure unit – this is a lock down
facility. Residential – the girls live
and attend school at the centre. Day –
these girls attend school in the Centre but do not stay there. If the girls are out unattended the GSC
should be phoned and they will collect the girls. If problems persist it may be worth inviting
a representative from GSC/Cora to explain the working of the centre.

bring forward a draft wish list and the planning documents to the next

Any Other Business:
There is a toilet pod being built at the
station. If the building is to do with
the operation of the railway and they own the land there is no need for
planning permission.
The barrier at the bus stop on ferry road
has been damaged and is now lying loose at the side of the road. Council will be contacted to arrange
removal/repairs.
